A properly cut graphite nut will take care of that. Yep, and adding a locking nut behind another one doesn't eliminate any problems that may already exist with that first nut. Also, are the locking tuners staggered? One of the benefits of standard safe-t-post tuners is getting a minimum of 3 wraps on the post to get the break angle a little steeper.
